Mr Chi Wai Leung

Mr Leung Chi Wai, Timothy is the Deputy General Manager of Banco Comercial Português
(“BCP”), Macau Branch. He also holds another post in BCP Portugal as its Asia Desk Head.
He has worked in the banking and financial industry in Shanghai, Shenzhen, Guangzhou,
Qingdao, Macau and Hong Kong China for 27 years. Before joining BCP in 2020, he had
worked as the Executive President of Fosun Financial Group, the Deputy CEO of Dah Sing
Bank (China) Limited, the Chief Credit Officer of The Bank of East Asia (China) Limited,
General Managers of Guangzhou Branch and Qingdao Branch for the Bank of East Asia
(China) Limited. He was also a part-time lecturer in the Faculty of Business Administration
of the University of Macau.
Mr Leung has participated in many social positions. He was the Committee Members of the Chinese People’s
Political Consultative Conference, Qingdao City (2008- 2012), the Chinese People’s Political Consultative
Conference, Guangzhou Tianhe (2011-2016), the Chinese People’s Political Consultative Conference, Guangzhou
Huadu (2009-2013), and Deputy President of Qingdao China Overseas Friendship Association (2008-2012).
He was elected as Head of Foreign Bank Working Committee of Banking Association Guangdong (2011-2012)
and Deputy Chairman of Hong Kong Chamber of Commerce Guangdong (2010-2012). Currently, he is Deputy
President of Macau Guangzhou Tianhe Association (2017-Present), Executive Committee Member of Macau
Insurance Industry Professionals Association (2022-Present), Executive Committee Member of Federation
of Macau Guangzhou Association (2017-Present) and Committee Member of Hong Kong Guangzhou Tianhe
Association (2017-Present).
Mr Leung holds a Bachelor degree in Economics and Statistics from the University of Hong Kong and a Master
degree in Financial Management from the University of London. He is also a Chartered Financial Analyst of the
CFA Institute.

Professor Anthony Cheung

Professor Anthony B. L. Cheung is currently the Research Chair Professor of Public
Administration (Adjunct) at the Education University of Hong Kong where he was
President from 2008 to 2012, and Adjunct Professor at the Division of Public Policy of
the Hong Kong University of Science and Technology.

Over the years, he had served in various public service positions notably: Non-Official
Member of the Executive Council (2005-2012); Chairman of the Hong Kong Consumer Council (2007-2012);
Chairman of the Pay Trend Survey Committee (2007); Board member of Hong Kong Mortgage Corporation
(2007-17); Member of the Consultative Committee on the New Airport and Related Projects (1991-98); Member of
the Task Force on Review of Civil Service Salaries and Conditions (2002); and Member of the ICAC Operations
Review Committee (2005-07).

Since stepping down from ministerial office, Professor Cheung has been appointed from November 2017
as Chairman of the Committee on Self-financing Post-secondary Education, and Member of the Education
Commission and University Grants Committee. During 2017-18, he chaired a government task force to
review self-financing post-secondary education. He is also an adviser to the Steering Committee of the Hong
Kong International Aviation Academy.
